CHARTER OF THE REGIONAL AND LOCAL AGENCIES OF ENERGY MANAGEMENT IN EUROPE
The public power representatives in charge of the management of an “agency” of energy management at a regional, municipal or an intermediate level between those two, signatories of the present charter,
- Considering:
- That energy management (energy efficiency and energy saving on the one hand, and exploitation of local or renewable energy resources, on the other) is a fundamental part of sustainable development.
- That the solution to most of the general environmental problems, mainly the struggle against climate change, is achieved through energy management.
- That the approach to energy problems from the demand perspective, whether from families, enterprises or administrations, is fundamental to influence significantly on their options and behaviour, so to limit waste and improve at the same time the quality and level of life.
- That, therefore, due to the great number of interested people and to their diversity, policies and related measures should be decentralized to a regional, local or intermediate level.
- That, even though they have no legal obligation, it is a civic duty of the public authorities of the mentioned levels to get involved in a voluntary and responsible policy of energy management, for their own benefit and specially, for the benefit of the citizens and enterprises.
- That, to maximise the group of citizens, enterprises (especially SMEs) and interest groups, it would be advisable to inform and sensitize them, to make them participate and be involved, especially in the decisive processes.
- That, for an efficient performance and avoiding doubling the efforts, it is essential that the different levels (States, regions, provinces, districts, municipalities, etc.) get involved actively and work in perfect synergy.
- That, for a rapid advancement, the exchange of experiences is fundamental, specially between the regional and local authorities of the different European States, for the most widespread diffusion of good practices examples and the most efficient technologies.
- We declare that the objectives and the functioning method of the energy management agency we are responsible for are compatible with the exposed considerations, namely:
- Its main objective is to promote energy efficiency and renewable energy resources.
- Its intervention area belongs to an administrative and subnational political level.
- The agency counts on the political support of the regional and local authorities of its intervention area.
- Its statute confers real autonomy in relation to the existing bodies. The agency has its own budget and administration council.
- The administration council embraces the representatives of different energy management agents, especially representatives of the local public powers, and the consumers and local enterprises representatives.
- The agency has an intervention team of at least two permanent elements and the logistic means (head office, installations, etc.) necessary to perform its functions and reaffirm its image of neutral body in matters of energy options.
- Its strategy is primarily aimed at the energy demand of domestic consumers, administrations and SMEs.
- Its activities are multivalent and they are focused mainly in energetic planning and consumer information and advice, assembly assistance, financing, tracking and evaluation of energy management projects, as well as the diffusion of the results obtained.
- The agency has the will and sufficient means to compromise with the cooperation with other European agencies.
- We decide to adhere to the present charter, by which we compromise to:
- The pursuit of the agency’s objectives and methods mentioned above.
- Become a member of the “SAVE agencies network” and exploit the advantages of this participation, such as using the logotype created by the Commission, receiving its information and participating in the different activities that favour energy management in the same the conditions that the agencies that have received Community aid for their creation.
